How do I choose which pages to delete?

What's the difference from the Organize tool?

Organize gives you a visual thumbnail grid to drag, reorder, and delete pages. Delete Pages is a faster path when you already know the page numbers to remove.

Is my PDF uploaded to delete pages?

No. Your file is processed entirely in your browser using JavaScript — it is never uploaded to a server, so nothing can be stored, leaked, or read by anyone else.
